These are estimated from many sources. Videogame budgets are not yet published as readily as movie budgets. For comparison, the most expensive movies today have budgets between $200-$300 million.

100 million? yikes. That would explain why GTA 4 had some of the best motion capture/voice acting I've ever heard (even if the script was often lackluster). Great game tho. Absolutely beautiful looking.
