How about this urban legend: The global elite wants to reduce the population of the earth to about a third of what it is is now so that we can be more easily controlled and kept in a handful of oversized cities. To do this, the WHO has developed vaccines fitted with a specially engineered strain of the Herpes virus that makes women STERILE. They've already been caught in South America and claimed it was "an accident."
Next, you stage a series of terrorist threats involving anthrax and small-pox. That, combined with a rise of nationalism and general fear, gives you the power to have MANDATORY VACCINATIONS for every man woman and child in the country!!! Man, is that a silly rumor or what?
Wait, isn't this why the Office of Homeland Security was created???
