I would add Unknown Pleasures by Joy Division.
I hear that's the most powerful album by Joy Divison, whom I love, but I haven't yet heard all of it. I'm trying to limit the list to albums I have a lot of knowledge of.
I do own Substance, which is awesome. It includes some of the hightlights from that album. So, I guess I could still include it on this list.

Leisure? I'm a Blur fanatic, and I can live without ever hearing that album again.
They didn't start sparking until Modern Life, and they caught fire with Parklife.
Just MHO, natch; I agree with a frightening amount of this list!
