Suggested by AAA and subject to change (I probably put this together entirely too fast)...
I'm counting Run Lola Run as a 1998 film, or else it would be here...

sweet! I still have to see Ghost Dog and Three Kings, but I like this list a lot.
Good to see the overlooked Iron Giant up there, and I love your top three.
I still puzzle over the mishandling of Iron Giant. How did this film miss the family market? It is beyond me, but hopefully more folks, young and not so young, will discover this gem on video.
Kinda spooky how close our lists are, isn't it?
I'd love to hear your thoughts on Ghost Dog and Three Kings when you get the chance to watch them. I suspect The Limey will join this list when I get the chance to finally watch all of it, instead of only the first hour...
Which, sadly, might knock The Iron Giant down into honorable mention status, when it can join Doug Liman's Go, Magnolia, and a few others...
Shalom, y'all!

Oh, and The Straight Story also scores honorable mention status.

It is spooky how similar our lists are. Thanks for reminding me of Go, that may end up in my honorable mentions. I'm having a tough time deciding whether to re-expand my honorable mentions. I pared them down to five, but it was an excpetional year, so maybe ten are in order.
PS: I didn't realize you were a Topsy-Turvy fan.
Maybe you need to take the dgeiser route and have a top 15. You could add the other 5 as honorable mentions.
I've been a pretty big Mike Leigh fan since 1989's High Hopes. I remember trying to convince my local library to pick up some of his videos. They claimed he was a nobody and balked at the pesky 17 year-old's suggestion. They now have a rather nice selection of Leigh's films, but they still lack Nuts in May, which I hope to see someday.
Topsy-Turvy was *very* good. Secrets & Lies, High Hopes, and Life Is Sweet are great as well, among others.
Shalom, y'all!

done and done.
